An Analytical Approach to the Study of Barriers to Technology Transfer and Development in Upstream Activities of the Oil Industry

Expansion of the oil industry in Iran depends heavily on access to modern technology in upstream activities. So far, despite substantial investments upstream activities as well as some other parts of the oil industry remain heavily dependent on  foreign technology. This article adopts an analytical approach to study the issue of access to technology for upstream activities.  Our research shows that in additon to studying factors that impact technology transfer we need to study structural and institutional factors that impact domestic development of technology. This article thus dealis with issues such as lack of technology absorption capacity, institutional morass, innovation network failures, system failures, lack of attention to the levels and components of technology, lack of attention to key players in technology transfer and development and lack of attention to technology mediators.
