fa نقش FSRUدر رفع ناترازی گاز طبیعی در ایران (ارزیابی اقتصادی استقرار واحدهای FSRU و درس‌هایی از تجربه اروپا) The Role of FSRU in Resolving Natural Gas Imbalances in Iran (Economic Assessment of FSRU Deployment and Lessons from European Experience) اقتصاد انرژي Energy Economic پژوهشي Research ایران، به رغم برخورداری از دومین ذخایر بزرگ گاز طبیعی جهان، از سال ۱۴۰۰ با ناترازی فزآینده‌ای در عرضه و تقاضای گاز مواجه بوده است. این وضعیت در ادبیات اقتصادی به "پارادوکس فراوانی" مشهور است، در اوج مصرف زمستان تا کسری روزانه ۳۰۰ میلیون متر مکعب تشدید می‌شود که ناشی از ترکیبی از تحریم‌های بین‌المللی، عدم سرمایه‌گذاری کافی در زیرساخت‌ها، فرسودگی میادین و شبکه‌ها و به ویژه مصرف بی‌رویه داخلی به دلیل یارانه‌های سنگین انرژی است. نرخ مصرف انرژی سرانه ایران ۱۵ برابر ژاپن و ۱۰ برابر اتحادیه اروپا گزارش شده است. این پژوهش نقش واحدهای شناور ذخیره‌سازی و گازی‌سازی مجدد (FSRU) را به‌عنوان یک راه‌حل تاکتیکی و منعطف برای مدیریت ناترازی گاز در کوتاه‌مدت و میان‌مدت بررسی می‌کند. FSRUها با مزایایی نظیر زمان استقرار کوتاه (۱ تا ۲ سال) و هزینه اولیه کمتر، می‌توانند در جبران کسری فصلی گاز ایران مؤثر باشند. یافته‌های اقتصادی کلیدی این مطالعه نشان می‌دهند که استقرار ظرفیت FSRU معادل ۱۵ میلیون تن LNG در سال با حداکثر ۵۰۰ میلیون دلار هزینه سرمایه‌گذاری اولیه امکان‌پذیر است. در مقابل، سود خالص حاصل از آزادسازی و صادرات این حجم از سوخت‌های مایع (به قیمت فوب خلیج فارس) بالغ بر 4/3 میلیارد دلار در سال تخمین زده می‌شود. این نسبت اقتصادی فوق‌العاده نشان می‌دهد که هزینه سرمایه‌گذاری در FSRU کمتر از ۱۵ درصد سود خالص سال اول حاصل از جایگزینی است. از سوی دیگر، با تحلیل تجربه موفق اتحادیه اروپا پس از بحران روسیه و اوکراین، روشن می‌شود که استقرار گسترده FSRU ذیل برنامه REPowerEU به‌عنوان یک "پل استراتژیک" به سوی اصلاحات بنیادین عمل کرد. اروپا توانست با اتخاذ این راهکار و همزمان با اجرای سیاست‌های قاطع مدیریت تقاضا، وابستگی به گاز روسیه را کاهش داده و کاهش ۲۰ درصدی در مصرف گاز خود را محقق سازد.. طبقه‌بندی JEL: Q2, A12, B4, T7. کلیدواژه ها: ناترازی، ایران، FSRU، عرضه،  تقاضا،  ذخیره سازی.   Despite having the world's second largest natural gas reserves, Iran has been facing a growing imbalance in gas supply and demand since (2021). This situation, known in economic literature as the "paradox of abundance", is exacerbated during peak winter consumption to a daily deficit of 300 million cubic meters and is caused by a combination of international sanctions, insufficient investment in infrastructure, depletion of fields and networks, and especially excessive domestic consumption due to heavy energy subsidies; such that Iran's per capita energy consumption rate has been reported to be 15 times that of Japan and 10 times that of the European Union. This study examines the role of floating storage and regasification units (FSRUs) as a tactical and flexible solution for managing gas imbalances in the short and medium term. FSRUs, with their advantages such as short deployment time and lower initial cost, can be effective in compensating for Iran’s seasonal gas deficit. The key economic findings of this study show that deploying FSRU capacity equivalent to 15 million tons of LNG per year is feasible with a maximum initial investment cost of $500 million. In contrast, the net benefit from releasing and exporting this volume of liquid fuels is estimated to be $3.4 billion per year. This extraordinary economic ratio indicates that the cost of investing in FSRUs is less than 15% of the net benefit of the first year of replacement. On the other hand, analyzing the successful experience of the European Union after the Russia-Ukraine crisis, it becomes clear that the widespread deployment of FSRU under the REPowerEU program acted as a “strategic bridge” to fundamental reforms. By adopting this strategy and simultaneously implementing decisive demand management policies, Europe was able to reduce its dependence on Russian gas and achieve a 20% reduction in its gas consumption.
