This study aims to examine the structural and substantive dimensions of approved policies related to the low-carbon economy in Iran’s industrial sector, as documented in legal texts such as general policies, development plans, national documents, executive packages, and parliamentary laws. From a total of 126 documents spanning the years 2000 to 2025 (1379–1404 in the Iranian calendar), 70 documents containing low-carbon economy policies were identified. Among these, policies with a guiding impact on the industrial sector were selected and analyzed using quantitative methods. The analysis was conducted through two approaches: (1) benchmarking against external indicators, and (2) independent intra-systemic comparison based on extracted data. The results indicate that, at the macroeconomic level, the share of industry-related low-carbon policies is proportionate to the sector’s contribution to value-added. However, these policies are not evenly distributed across sub-sectors and do not align well with energy consumption patterns. Furthermore, Iran's industrial sector has a higher share of low-carbon policies compared to the average of 60 reviewed countries. Intra-sectoral comparisons reveal asymmetries between directly productive and energy-consuming sub-sectors, highlighting the need for more balanced and coherent policy distribution within the industry.
