Abstract:   (24 Views)
In the petroleum refining industry, achieving economic, social, and environmental objectives simultaneously within the framework of sustainable development goals (SDGs) necessitates multi-objective decision-making approaches. This research develops an integrated framework based on a Hybrid Input-Output (HIO) model and Weighted Goal Programming (WGP) to assess and plan sustainable production capacity at the Persian Gulf Star Refinery. Initially, the HIO model was estimated using audited operational and financial data from the fiscal year 1401 and validated by comparing predicted outputs with actual performance data from 1402 (Mean Absolute Percentage Error, MAPE = 0.36%). Subsequently, the WGP model was executed under four weighting scenarios—balanced, economic, environmental, and eco-environmental—to evaluate the attainment of the Sustainable Development Index (SDI). Findings indicate that while the environmental scenario achieves the highest SDI at 97%, it is accompanied by a 1% decrease in production capacity and a 10% reduction in revenue. Conversely, the balanced, economic, and eco-environmental scenarios lead to an approximately 6% increase in production relative to the status quo, yielding an 8% to 9% improvement in sustainable development targets. Overall, the proposed WGP-HIO framework serves as a robust decision-support tool for determining the sustainability feasibility frontier and selecting optimal production capacity levels in refining industries.
