Nowadays, environmental issues have become one of the main concerns of all countries. One of these issues is reducing the amount of CO2 emissions. This issue has become multifold important in MENA countries due to their having natural resources of fossil fuels as one of the main causes of CO2 emission. In the meantime, one of the basic factors that can play a significant role in improving technology and, as a result, in reducing environmental degradation is paying attention to research and development. Accordingly, this study aims to investigate the impact of R&D costs on CO2 emissions, among other determinants, in MENA countries during 2000-2019 applying fixed effect panel data approach. The results of the estimated model show that research and development has a positive and significant effect on CO2 emissions. In addition, energy consumption, urban population, trade openness and GDP also have significantly positive effects, and financial development has a significantly negative effect on CO2 emissions. Therefore, in order to reduce CO2 emissions in MENA countries, it is suggested to adopt policies aimed at optimizing energy consumption, prioritizing the environment and directing research and development centers to reduce environmental degradation, and improving financial development as much as possible
